Empire Hotel Update

In July of 2007 DSI purchased the former Empire Hotel located at 212-228 South Main Street hotel with the assistance of donations to the Downtown Salisbury, Inc. Revolving Fund from financial partners including Bank of North Carolina, Citizens South, Community Bank of Rowan, Community One, F&M Bank, First Bank and Wachovia.

A task force of 13 chaired by Brian Miller Citizens South has been working diligently to find a developer for the property.  The property has been advertised nationally through the National Trust's Preservation Magazine and DSI has been in contact with over 80 developers, all of which are experienced with large redevelopment projects.  The task force expects to be reviewing the qualifications of interested developers in early April.  Once a developer is selected, the developer will formulate plans to present to the task force and DSI Board.

The Board and task force are working toward returning at least a portion of the property to use as a hotel and making needed improvements to the first floor retail space.  The entire process is expected to take about 2 years.

Economic Restructuring Committee

The ER Committee has been working on several projects through the F&M Revolving Fund.  The redevelopment and sale of 125 South Main Street to Bob Lambrecht and Jon Planovosky of "Critters" has been a tremendous success.  DSI continues to market 102 South Main Street which will be advertised across the state in the next issue of "North Carolina Preservation."  The new owner will be eligible for approximately $70.000 in tax credits on rehabilitation work performed by DSI.  The houses at 209 and 213 South Lee Street will also soon be undergoing stabilization.  DSI owns 213 South Less Street while the Salisbury CDC owns 209 South Lee Street.  Both are zones for business and be offered for sale upon stabilization.  The City owned parking on the corner of Fisher and Lee will be continued behind the houses.

Design Master Plan Committee

At the February 12, 2008  City Council Retreat, DSI President Dick Huffman and Design Chair Edward Norvell updated the Council on the progress being made on Master Plan implementation.  Seven years into the 15 year plan, implementation is on schedule with the exception of some large streetscape projects that were the topic if discussion.  Huffman and Norvell applauded the Council for streetscape work done in the East Square and on Fisher Street and presented needs for another $8-12 million in infrastructure over the next several years.  Council was supportive of a measures approach starting with work around the Lee Street Warehouse district (RailWalk) which has undergone a transformation into artist and high tech light industrial space in the last year.  The committee will meet this month to make suggestions on the priority and scheduling of additional work.

Parking Committee

Chaired by Greg Shields, the committee continues to improve the supply of parking downtown.  Farmers Market attendees will notice 12 new on-street spaces in the 100 block of E. Bank Street when the market opens this year.  Efforts are under way to add on street parking in the 300 block of S. Lee Street.  The committee continues to work with the City on the removal of unwarranted stop lights around the downtown.  Traffic flow is much better when motorists no longer sit at signals while no one else is at the intersection.

Promotions Committee Update

Rowan County Tourism Development Authority is hosting  the upcoming NC Harley Owners Group (HOG) Rally on June 26-28.  In addition to their regularly planned activities, this group of well-heeled Harley Davidson enthusiasts will spend plenty of their time shopping and dining in downtown Salisbury.

The Downtown Salisbury billboard has been up since November (located on I-85 North, south of Salisbury and .7 mile north of Exit 63).  Donations of $100, $250 or $500 are still being accepted in order to keep the billboard in place.

The Promotions Committee is hosting an Annual Merchants Meeting on Tuesday, March 25, 2008 from 5:30 - 7:30 p.m. at Sidewalk Deli (reception 5:30 - 6 p.m.).  Discussion of the 2009 events calendar will be among the evening's topics.

Public Art Committee Update

The first sculpture has been installed as part of the Public Art Committee's new Revolving Art program.  The sculpture, created by local artist Michael Baker, is installed in the new plaza at the corner of S. Lee and E. Fisher Streets.  The Revolving Art project will showcase pieces of public art for a period of three to four months each, at which point the art will be rotated out and a new piece will be installed.  Several downtown locations have been identified as potential Revolving Art venues.

Twelve historic markers have thus far been installed in the History & Art Trail, and another four are pending installation.  The committee is currently working on two more markers - Sparks Circus and Wiley Lash.

The History & Art Trail informational brochure won an Award of Merit at the NC Main Street Conference Awards Ceremony, held in Rocky Mount the end of January.

Fisher Street Sculpture
